As part of an official visit to Timor-Leste, SAMDECH AKKA MOHA SENA PADEI TECHO HUN SEN, President of the Senate of the Kingdom of Cambodia, met the management team of Timor Port on Thursday 8 May 2025 at the Tibar Bay Port container terminal.

Accompanied by a delegation of 30 people, including representatives from the Timor-Leste Ministry of Foreign Affairs, the President of the Senate was able to discover the modern facilities of Timor Port, the country’s first deep-water port, operated by the Africa Global Logistics (AGL) group.

The visit provided an opportunity for rich discussions on the Public-Private Partnership (PPP) set up between Timor Port and the State of Timor-Leste. This is the country’s first operational PPP, which today represents a benchmark model in the region for collaboration between the public and private sectors.

Discussions focused on the structure of this partnership, its economic and social impact, and the opportunities it offers for growth and sustainable development. The Tibar port infrastructure impressed the delegation with its level of modernity, its operational performance and its impact on the country’s logistical sovereignty.

‘This PPP demonstrates that balanced cooperation between a visionary state and a committed private operator can produce concrete results for national development’ said Rafael Ribeiro, Chairman of Timor Port.

 The President of the Senate praised Timor-Leste’s efforts to build sustainable, high-performance infrastructure, and expressed keen interest in this model, which could inspire similar projects in the Kingdom of Cambodia.
